Tanzania Public Service Volunteer Guidelines

The Public Service Volunteer Guidelines were developed by the President’s Office – Public Service Management and Good Governance to establish a common system for recruiting and managing volunteers in public institutions across Tanzania.

Previously, different public institutions could use different procedures when recruiting volunteers. This created differences in areas such as eligibility, recruitment, supervision, allowances, and other volunteer benefits. The guidelines therefore provide a standardized approach that public institutions can follow when offering volunteer opportunities.

The programme mainly focuses on giving graduates an opportunity to gain practical experience after completing their studies. Through volunteering, graduates can apply the knowledge they obtained in school or college while developing additional professional competencies through real workplace situations.

Objectives of the Guidelines

The Public Service Volunteer Guidelines have several important objectives. They are designed to:

  • Establish a standard procedure for recruiting, assigning, and supervising public service volunteers.

  • Provide guidance on how volunteer activities should be financed and how funds allocated for the programme should be managed.

  • Ensure that public institutions follow the relevant Government policies, laws, regulations, and procedures.

  • Establish a centralized system for keeping and managing volunteer records.

Volunteer Benefits

One of the important areas addressed by the guidelines is the treatment of volunteers and the benefits they may receive during their service.

The Government aims to reduce differences that previously existed between institutions concerning volunteer allowances and other benefits. A common framework is intended to promote fairness, equality, and consistency among volunteers serving in different public institutions.

However, graduates should understand that volunteering is primarily an opportunity to gain practical work experience and develop professional skills. It should not automatically be considered a form of permanent employment.

Duration of Volunteer Service

The period of volunteer service is determined according to the Government guidelines and the conditions of the particular volunteer programme.

This arrangement helps prevent situations where volunteers remain in temporary or unpaid positions for unnecessarily long periods. It also makes the nature and expected duration of the volunteer programme clearer to both the institution and the volunteer.

Importantly, completing volunteer service does not guarantee permanent employment in the Public Service. Volunteers should therefore view the programme as an opportunity to gain experience rather than as an automatic pathway to a Government job.

Eligibility Requirements

Graduates who wish to apply for public service volunteer opportunities are expected to meet certain conditions. These include:

  • Being a Tanzanian citizen aged between 18 and 35 years.

  • Having a Certificate, Diploma, or Bachelor's Degree from a Government-recognized educational institution.

  • Possessing valid academic certificates and other required documents.

  • Providing two guarantors who are public servants.

  • Submitting an introduction letter from the relevant local government authority, such as the Village, Street, or Hamlet Office.

  • Being prepared to work at the duty station assigned by the relevant public institution.

  • Having no criminal or disciplinary record.

  • Demonstrating good character, discipline, and acceptable conduct.

  • Not having previously been employed by a public institution after graduation.

Applicants should make sure that the information and documents submitted during the application process are accurate and valid.

Recruitment Process

Public institutions are expected to follow an organized recruitment process when selecting volunteers.

First, an institution identifies areas where volunteers are required, particularly where there are staffing shortages. The institution must then obtain approval from the appropriate authority before advertising available volunteer positions.

Volunteer opportunities may be announced through official Government or institutional websites, notice boards, social media platforms, and other approved communication channels. Interested graduates can then submit their applications according to the instructions provided in the advertisement.

After receiving applications, the institution reviews the candidates and identifies applicants who meet the required qualifications. Qualified candidates may then be invited for interviews or another appropriate selection process.

Following the assessment and selection process, the institution obtains the necessary final approval before publishing or communicating the names of successful applicants.

Probation Period

A volunteer begins the programme with a 60-day probation period. During this period, the institution has an opportunity to assess the volunteer's performance, conduct, commitment, ability to perform assigned duties, and general suitability for the programme.

At the end of the probation period, the volunteer's performance is reviewed. Based on the assessment, the institution determines whether the volunteer should continue participating in the programme.

Important Conditions for Volunteers

Applicants should carefully understand the conditions of public service volunteering before accepting an opportunity.

Volunteer service is mainly intended to provide practical workplace experience and professional development. It is not a direct form of employment. Institutions should only provide volunteer opportunities where staffing shortages exist and cannot immediately be addressed through permanent recruitment.

Public institutions are also not supposed to promise volunteers permanent employment after completing their service. Documents relating to the volunteer programme should clearly indicate that participation does not guarantee future employment.

Nevertheless, the knowledge, experience, skills, and performance gained during volunteering can become an important advantage when a graduate applies for future employment opportunities, including positions within the Public Service.
